PARISH COUNCIL OF NEWLANDS
MINUTES OF THE SPECIAL AMENITIES COMMITTEE MEETING HELD ON THURSDAY 11
MARCH 2021 VIA A SCHEDULED ZOOM VIDEO CALL COMMENCING AT 7.30 pm

Also present Cllr D Crichton, Cllr J Parry, Karen Seear Clerk to the Council.
026/21A Apologies: Apologies were received from Cllr F Tingle.
027/21A Declarations of Interest: Cllr M Read declared an interest as he was a Ward Member for
Winchester City Council.
028/21A Terms of reference: The following terms of reference were considered for the
appointment of:
i) Highways Committee: The Chairman summarized the terms of reference to
be considered and agreed. The terms of reference for Highways and General
purposes were discussed. Cllr Kirby noted that maintenance of litter bins was
mentioned for this Committee and it is also covered in Amenities. This
responsibility will be shared by both Committees at present. Cllr Kirby asked
that this is made clear on the terms of reference for both Committees. The
most suitable committee to cover litter bin maintenance will be dependent on
who manages the collections and this will be determined after the adoption
of open space. The terms of reference for the Highways and General
purposes Committee were AGREED.
ii) Finance Committee: The Chairman proposed that the current Finance
Committee have its named changed to the Finance and Personnel Committee,
as in the near future the Council will be employing more than one member of
staff. It was unanimously AGREED to change the name to the Finance
and Personnel Committee.
iii) Landscape Committee: Landscape terms of reference were discussed. Cllr
Kirby pointed out a name change that is required, which will be specific to
the employee the Parish appoints. Cllr Crichton, asked that consideration
should be given to how co-opted members of the Community will be
appointed for sub-committees. This will be discussed at the next meeting of
full Council. NOTED.
iv) Amenities Warden: Terms of reference for the Amenities Parish
Supervisor/Warden were discussed. Further details regarding the post are yet
to be determined. These will be finalized at the next full Council meeting.
NOTED.
v) Equal Opportunities: The draft equal opportunities paper was discussed. Cllr
Kirby noted that there was no mention of the legislation relating to the paper.
It was suggested that clarification on this matter be given by Cllr Carden. Cllr
Price will also supply legislation to the Clerk. NOTED.
It was unanimously AGREED to consider these terms of reference at the
next full Council meeting for adoption.
The meeting closed at 7.46pm. The next meeting of the Amenities Committee is scheduled for
Thursday 8 April 2021 starting at 7.30pm.
