There were no Declarations of Interest made at this time.
003/21P Minutes of Previous Meeting
The minutes from the Planning Committee Meeting dated 5 December 2019 were received. It was
unanimously RESOLVED that the minutes of the council meeting be accepted as an accurate
record and were duly signed by the Chairman.
Cllr A Berry joined the meeting after the decision on this item

Comment: The Parish Council of Newlands by a majority decision, raised an OBJECTION to this
proposal citing the size of the conservatory was overdevelopment of the plot and would be a
significant incursion into the rear garden and the size would be overbearing and overlook the
neighbouring properties and affect the enjoyment of their gardens.
Cllr A Kirby joined during the discussions on this item but took no part in the decision and Cllr D
Crichton left the meeting during this item and took no part in the decision.

Comment: The Parish Council of Newlands, by a unanimous decision, raised NO OBJECTION to this
proposal. The Committee did questions what would happen to the gate which would be
affected by the extension.
The meeting closed at 7.26 pm. The next meeting will be held on 16 July 2020
006/21P Outstanding Matters and Matters Arising
None
007/21P Correspondence:
An email dated 18 June 2020 from the WCC Implementation Officer had been previously
circulated and was read out at the meeting by the Chair. The Committee was disappointed that
there had been no engagement with them on the proposals for the cricket pavilion. The Committee
had previously been engaged in proposals for the Local Centre and Nature Reserve. Discussion
arose on getting information to the Committee from both Grainger and WCC. It was AGREED to
refer this matter to Full Council.
008/21P Decisions Received: A list of decisions by Winchester City Council had been received and copied
to members for their information. Noted.
