PARISH COUNCIL OF NEWLANDS
NOTES OF THE AMENITIES COMMITTEE MEETING HELD ON THURSDAY 4 FEBRUARY 2021

The meeting was inquorate. The following notes were taken.
Apologies: Apologies were received from Cllr L Price and Cllr F Tingle.
Declarations of Interest: Cllr M Read declared an interest as he was a Ward Member for
Winchester City Council.
Minutes: The minutes from the Amenities Committee Meeting held on Thursday 1
October 2020 were received.
Public Session: There was no requirement for a public session.
Adoption of Open Space: The Chairman reported that he has had a conversation with the
landscape architect at WCC. He agreed that due to the pandemic, the planned adoption
of open space would be on hold. Site visits are required for the handover. The Chairman
explained that currently, WCC have planned maintenance site visits. The Clerk will find
out when the last site visit was. Green wrap which is currently used around trees is also
due to be discussed.
Youth Shelter: Designs for the youth shelter had previously been circulated to
Councillors. Cllr A Kirby discussed the proposed designs. The most favourable designs
were narrowed down. The Clerk will look into pricing, availability and installation costs.
It was decided that the budget for the youth shelter should be agreed at the next meeting
of full council. A contractor to approach for the installation work was suggested. It was
suggested that quotes for installation could be gained from the manufacturer of the
shelters. Cllr L Price had previously suggested use of CCTV at the site. It had been asked
to consider approaching Wellesley Court for a potential CCTV link up, as the building
overlooks the site. A discussion took place on how effective CCTV has been at the Town
park site. The Clerk was asked to contact Wellesley Court with this proposal.
Allotments: A memo from the Clerk had previously been circulated. Council was asked
to consider management details regarding the allotments. It was decided to bring this
item back to the next Amenities meeting with more information regarding rules and
regulations around allotment plots. An allotment society could be potentially formed
through the community plan.
Budget: The budget spend for Amenities was discussed. Figures have been drafted for
the suggested amount, this will come out of general reserves and will be confirmed at the
next full Council meeting.
Noticeboards: It was decided to source the noticeboard in storage. It was also suggested
that Council talk with Grainger to find out if they are planning to install any more
noticeboards in the Parish. Renovation of the current Parish noticeboards should be on
hold due to current restrictions.

The next meeting of the Amenities Committee is scheduled for Thursday 8 April 2021 starting at
7.30pm
